MPF at AI Action Summit Paris 2025 - Highlighting AI's Role in Psychological Defence
From February 10–12, the Swedish Psychological Defence Agency (MPF) participated in the AI Action Summit in Paris. Through its participation, MPF highlighted Sweden’s work in psychological defence, AI, and social media, emphasizing the importance of international cooperation in addressing these challenges.
Global discussions on AI and security
The summit reflected a growing focus on AI as a driver of economic competition, with European and global leaders outlining major investments in AI development. At the same time, differences in AI regulation between the EU, the US, and the UK remain a key challenge for international governance. These shifts can directly impact how AI is used in foreign malign influence operations and the measures needed to counter them.
MPF’s contribution at the AI Summit
As part of the event, MPF contributed to a report “Challenges and opportunities of artificial intelligence in the fight against information manipulation External link, opens in new window.” published by VIGINUM and OECD exploring both AI-driven influence operations and resilience strategies against disinformation. The report was launched during a side-event titled "Protecting Information in the Age of AI," attended by 200 participants from international organizations, governments, and the private sector.
Key takeaways and future considerations
The shift observed at the AI Summit is highly relevant to MPF’s work in psychological defence. As AI continues to reshape foreign malign information influence, democracies face a dual challenge, protecting the information environment while adapting to the rapid advancements in AI technology.
MPF notes that AI development is now being driven by innovation and competition rather than security concerns, which can have direct implications for how foreign malign information influence is addressed.
MPF works to identify, analyze, and support efforts to counter foreign influence operations. The agency also strengthens long-term societal resilience through education, training, media engagement, and international cooperation.
Events such as the AI Summit provide MPF with opportunities to exchange expertise with key actors like OECD and VIGINUM and to gain insights into innovative defensive strategies in the AI field.
MPF’s participation in the AI Summit reflects its commitment to strengthening Sweden’s psychological defence and protecting democratic values in a time of rapid technological change. By promoting international collaboration, MPF aims to effectively counter foreign malign information influence and enhance societal resilience.
