Collaboration strengthens capabilities

While democracy is strong in Sweden, it needs protecting from malign information influence from foreign threat actors. The whole of society must engage in this together, and collaboration with other actors that work with the election is paramount in counteracting malign information influence.

The Psychological Defence Agency is tasked with participating in the agency-wide effort to protect elections and, already today, engages in capability-enhancing activities designed for other actors in society. Through collaboration, training and its ongoing operational work, the agency strengthens capabilities for resisting and raising awareness in society about malign information influence in connection with elections.

The Psychological Defence Agency continuously monitors foreign threat actors’ information activities directed at Sweden and assesses their capabilities and intentions in attempting to interfere with the Swedish election. The Psychological Defence Agency also shares assessments with other actors so that relevant actions can be taken jointly.

Alongside other authorities, the Psychological Defence Agency conducts training and exercises to strengthen the capabilities of important actors in the Swedish system, so that more can do more. In parallel with these efforts, the agency also engages in various communication initiatives to raise awareness in society about information influence in connection with elections.

National elections network

The Psychological Defence Agency is part of the national elections network – a collaborative effort between the Swedish Election Authority, the County Administrative Boards, the Swedish Civil Defence and Resilience Agency, the Psychological Defence Agency, the National Cyber Security Centre, the Swedish Police Authority and the Swedish Security Service. The network also includes the Swedish Post and Telecom Authority and the Swedish Tax Agency during the 2026 election year.

Through the network, knowledge and experience are shared between the responsible authorities in protecting the general electoral process. The network also provides sound conditions for inter-agency cooperation and operational coordination ahead of, during and after general elections.
