The Capability Platform has been launched to strengthen the ability of public-sector actors to detect, manage and counteract malign information influence. By providing structured support materials, the Capability Platform helps to make organisations more resilient and prepared for dealing with this type of influence, both in their daily activities and in crisis situations.

The support materials are primarily designed for public-sector actors such as authorities, municipalities and regions. They are tailored to meet the specific needs and challenges that these organisations face in their work to protect themselves against malign information influence.

Yes. Even though the support materials have been developed for public-sector actors, other operations that are affected by or work with information security may benefit from it. These can be organisations in civil society or the business sector.

The support materials are flexible and can be used both individually and as a group. They consist of three interconnected elements – Prevent, Manage and Develop – containing knowledge-enhancing materials, questions for reflection and concrete methods. The different elements can be used for self-study, internal training or as part of the organisation’s work to build resilience against malign information influence.

At the beginning of each element, you will find a self-assessment tool – the Capability Check. There, you will find questions that will help you reflect on the organisation’s current capabilities in each element.

By considering these issues, you will gain a better understanding of strengths, areas for improvement and the initiatives that may be needed to bolster preparedness.

The questions can be used individually or in groups to identify strengths, areas for improvement and concrete measures. The aim is to create a clearer picture of the organisation’s current status and what may need to be developed to improve resilience.

All three elements are important and interconnected, but depending on your role and your organisation’s needs, some elements may be more relevant than others at any given time. The support materials are designed to be comprehensive, but you can work with the elements that are most relevant to your operations right now.

Even if you do not have any decision-making powers, you can use the support materials to improve your own knowledge and understanding of malign information influence. You can also raise questions emerging from the Capability Platform in internal discussions, help improve procedures and suggest measures that could strengthen your organisation’s resilience.

Work on developing the Capability Platformand its content is a continuous effort that will be ongoing for a long time to come, with the gradual addition of new stages and tools.
