International collaboration is a core part of the Agency’s mission and is crucial to the success of both long-term capability-enhancing efforts and in the operational area. In its operations, the Agency prioritises cooperation within the EU and NATO.
Secondments – staff posted abroad
The European External Action Service
The Agency seconds staff to the European External Action Service (EEAS) in Brussels. Tasks include identifying malign information influence against the EU and communicating the EU’s actions.
The European Commission
Since March 2026, the Agency has been seconding staff to the communication unit of the European Commission (DG Communication – DG COMM) to assist in its efforts to identify foreign information manipulation, develop countermeasures and build awareness and resilience, as part of work with the European Democracy Shield.
NATO Headquarters
The Agency seconds staff to the Office of Strategic Communication (OSC) at the NATO Headquarters. The unit is organised directly beneath the NATO Secretary General.
NATO StratCom Centre of Excellence
The Agency seconds staff to the NATO Strategic Communications Centre of Excellence in Riga. Tasks include concept development and capabilities generation through annual development projects on threat actors and resilience.
Multilateral and bilateral cooperation
The Agency’s main multilateral cooperation takes place within networks in the EU and NATO, as well as the G7 RRM (Rapid Response Mechanism).
Among bilateral cooperation structures, neighbouring regions to Sweden and Europe are prioritised; for example, in-depth cooperation with countries around the Baltic Sea and continuing support for Moldova. The Agency also has a special remit to support Ukraine.
